How does a recruit get all these offers from the Top schools and he's only a low 3 star and TE40?

Reid has offers from 46 D1 schools including Bama,LSU, Oklahoma, Oregon, Auburn, Florida, Ole Miss and many more
It’s just the type of player he is. He’s an in-line TE or even H-Back who is a primary blocker. That’s valuable on any good team but it isn’t going to light up the star rankings.

Mario wants a physical team and a kid like this in this position helps.

He will be a 4* soon. Same with Carver. 247 pretty much admitted Carver is getting a bump to a 4* so I would assume Reid does too.

Durham Smythe comes to mind here. Guy had 6 total TD's in 4 years on a very good ND team and still got drafted

Miami landed their second commitment of the day on Sunday evening when Cypress (Texas) Bridgeland tight end Reid Mikeska announced his pledge to the Hurricanes. He chose the program over Oklahoma and Florida, and at one point of the cycle was committed to Clemson. Alabama, LSU, Florida State, Michigan State, North Carolina, Oregon, and Tennessee were some other programs to offer this year.
