We need a lot more information than that. But according to this, the vehicle didn’t pull over and fled and then shots were fired out of the vehicle.

Maybe he wasn’t armed when he was shot… but that implies he had a deadly weapon in his vehicle and fired it.

Hard to tell if it was justified or not, because they blur out where it would show him supposedly turning towards them in a threatening gesture. 90 shots and 60 hits seem excessive though.

Just because the LE appear to have acted in an over the top manner doesn't mean their initial reaction was incorrect.

There must be a thorough investigation to what happened and the root cause(s).

They fired 90 shots at someone running away. Handcuffed him at hitting him 60 times. That was their initial reaction.
