Technically, I'm not sure they are lying.

For 100 years, colleges have relied on free labor. They could spend all the money in their athletic budgets, knowing full well that they didn't have to pay the players. Now that they have to pay the players (NON-NIL MONEY), they may not have as much money left in the budget for facilities.

However, where the universities MIGHT be fudging a bit is that facilities costs are CAPITAL expenditures, not annual budget expenditures, and most schools fund capital projects via fund-raising, not with money out of the annual budget.

So I think it depends on how the universities pay for the facilities upgrades. If a new facility is funded 100% by new fund-raising, then the schools are not being honest. If the university pays some/all capital costs out of the annual budget, then the universities could be telling the truth.

The House settlement and the "university payments to players" are supposed to arise out of annual revenues the schools get from conferences (TV rights), vendors (merchandise contracts), and the university itself (event ticket sales). Capital building projects, though, are usually funded by the charitable giving of donors.

Now, whether the universities are afraid that donors might be unwilling to give to BOTH building projects and "regular actual NIL" that does not involve the House settlement terms...is a different question.

There has been a rush for universities to take out tax-exempt bond financing. There are talks this form of funding may get axed in the budget reconciliation proposal. I wonder if it has anything to do with that and fears that the window on that form of debt is closing.

I am also in the area. I agree and doubt that it does, but if they are looking for $25bn at the 11th hour to balance the budget, you never know. I would like to say the same about nonprofit hospitals, but things are not exactly predictable right now. The reality is, universities are ramping up bond issuances, whether those fears are well founded or not.

And I'm hoping for "no tariffs" and yet still planning multiple work-arounds for tariffs.

Yes. It is accurate and consistent with all of the prior accurate information I have provided, about how the construction of the new dorms has slowed down the construction timetable on that side of campus.

IPF is currently being expanded. Apparently they are building onto the end of the facility before tearing down the wall facing Greentree.
