Why are you assuming this is the case? Clements should receive more carries... Ice hasn't made any noise regarding that... Lets just face it... The staff doesn't want Harris... He's a really good qb... I wouldn't be surprise to see the kid succeed Winston as FSU's qb once he leaves...
