Yes but there was no one near him so the call was likely that it was just an ugly pass. Ended up grounding.

Overall, the refs sucked and that is another call that could be questionable

Because it is a pass. If a WR crosses in front of the quarterback and he tosses it and it is dropped, it is an incomplete pass and not a fumble.

You are correct, Carr's shovel pass was toward's Miami's goal line, and therefore a forward pass by rule.
