IU has a lot of guys that came with Cigs from JMU, which meant they were able to fast track building a culture. They knew what to expect and how to navigate Cigs. It doesn't take a genius to see that he's the kind of guy that works in a certain environment. IU is perfect for him, because no one is going to question the weirdness, and he doesn't have to be a politician. IU is happy to win games, period, and they have experience with tolerating flawed, yet extremely successful coaches(Bob Knight)
Cignetti is a high end talent evaluator and unlike a lot of the star chasers, he asks the question a great evaluator asks "Can this guy play well for ME?". He understands that he needs a certain kind of player, it's not always about stars, it's about finding guys that can thrive in the program he has built. There's a reason why he wasn't interested in Penn State or Michigan, he knows the kind of kids he can win with aren't the typical highly touted, mercenary types. I'm willing to bet that going forward, IU will be the school hitting the midmajor ranks for hungry, developed kids that can tolerate hard coaching.
