As I understand the cap is 25 still. If a player transfers out you get a +1 per player that transfers out.
So if 2 players transfer out of the program you now can take 27 players instead of the 25.
Idk. It should be going forward. Kids transfer for any reason now.That's the way I'm reading it also. But why is this temporary? Are they just giving it a year so they can work out all of the details before it is made permanent?

Did Cody Brown count as a portal transfer for '22? Assume Justice does.
No matter the case, this will free up the gridlock in the portal for some. They still need to address the 85 counter limit for next August.
