The rule is changing from 13 to 15 scholarship players per team for the upcoming season. It's similar to the rule change in football from 85 to 105.

Those pro camp settings aren't as easy as people think. You are playing with 4 other guys and passing isn't a first priority for anyone. Your shots are random, sparatic without any rhyme or reason.
He probably just needs to get comfortable but it gets hard to change a scouts mind after they have seen your first impression in that environment.
Hopefully, he plays better in his next game.
