Why was Jake Retzlaff able to transfer and play without putting his name in the portal?

Lucas never entered the portal. He tried and they refused to put him in . He just withdrew from the university and came here. The only real concern is contracts and lawsuits. But they can’t stop a student from withdrawing and enrolling where they want. Players will start doing this more and ***** the portal window.
