There will be plenty of quality of OL's available later in the draft.
You can find a starter in rounds 2-4.
You don't reach for an OLineman unless he's going to be All-Pro/HOF quality player.
I don’t see Tate as a HOF candidate, and if you are playing the odds , the hit rate (becoming at least a solid starter) of a OL taken in the 1st round is around 71% (all positions on the OL).
For a WR it’s 58%. Titans are pretty much terrible across the board. A smart GM for a team with that many needs would go for the highest odds of getting solid production out of a player. And especially in this case, as Titans have the worst OL in the NFL. Mauigoa at 4 is no more a reach than Tate at 4 and the statistically smarter pick.
