He might just be looking for any path to play as opposed to waving in signals. Houston's current starter was QB2 and played WR before he took over the job at QB. I think it is pretty rare to have a QB on your roster that is more physically gifted testing wise than probably about of half of your scholarship WRs if not more all while doing it at a heavier weight.
