Yes, they are violating NYC laws. This is one of the reasons why national reciprocity would be a good idea and was proposed in the House a while back. Compare and contrast to a person caught with an illegal gun and gets no punishment.

Temporary restraining orders are issued all the time. A good start is to run it through that process. The trick will always be to prevent abuse. There has to be a credible concern, not some anti-gun person calling in an anonymous threat because they know someone has guns and doesn't like them...

This is the big picture. The lack of a gun isn't going to make these people suddenly well adjusted. But the people who exclusively blame guns don't seem to really care if they drive a truck into a crowd or beat someone to death with a hammer.

There will always be lawbreakers.

This is one of those things I wish there was publicly available data on. I'd love to know how many of these shooters were on meds and which meds they were on. Take a look at the list of side effects for some commonly prescribed meds for mental health.
