Theoretically, yes. But realistically the bags are driven up just by the presumed threat of the kid going elsewhere. It's probably also less risky for the kid to have the "competition" be a no-bag school like Miami to guarantee that Uncle Leroy doesn't somehow scam a bag from the spurned school...
