Why call timeout when the clock was stopped?

Did I overstand this correctly? The 40 second clock was running while they reset the chains at the end after use converted the 3rd and 1, but the game clock was stopped.

Could have saved probably 15 seconds if they wait till after the next play to burn the TO's.

AG could have had 15 timeouts each half. We still lose. Nothing can counterbalance the utter stupidity and ineptitude that is Al Golden
