Obviously I'm making this statement without any context of the scrambling and running game he brought and that was the game changer for him. Mensah meanwhile has stats that are light years better. I'll also acknowledge that it's a way different time and era of CFB in terms of rules (ahem, targeting. ahem, pass interference) and general offensive schemes.
I didn't really want to bring stats into the discussion because you can't measure Vick the way you measure other QBs in a traditional sense. That said, he redshirted at VT which says all I need to know - he wasn't ready.
