Now that UM has received their notice of infractions from the NCAA, it seems to me that it gives our coaching staff the upper hand with regard to recruiting. Other skool's coaches can only say generically that the NCAA is going to hammer UM. However, our coaches can say, "Hey we know what we're facing, other coaching staffs do not...."

Certainly. It can also serve as a blow to the credibility of other schools who have been blatantly lying to these kids throughout the process.

Is there confirmation that UM received the NOA?

If so, this is a big leg up in recruiting. Golden and Co. just need to tell a recruit that they alone know what is going to happen. As Al has said in the past, the uncertainty is killer. Uncertainty is a blank canvas for Jimbob, Urban, and Beamer to squir their **** onto. Al is going to use the letter like a ten-gallon jug of bleach.
