The OB Committee's job is to fill the seats. Since FSU already played here, I suspect they would select Lamar, I mean Louisville.

The selection committee chooses all playoff and New Year's Six teams based on their rankings. The Orange Bowl has no say in the selection. They have to go with the highest ranked ACC team that doesn't make the playoffs...
