NCAA governance and rule book revisions continue to be discussed via the D1 Transformation Committee. Here are several concepts that have been reported to be in scope, either directly by the NCAA or by media sources. The committee met this week, June 15-16 so I would expect more info to come out over the next few weeks.
Note: All of these changes are being proposed and with the direct feedback from the NCAA member institutions with the goal of enhancing the student-athlete experience and simplifying and streamlining roles and responsibilities. Of particular note, Greg Sankey, SEC Commissioner, is the co-chair of the committee.
RECRUITING AND TRANSFERS
The NCAA released a statement on June 16 that "the Transformation Committed agreed on a set of recommendations it will forward to the Division 1 Board of Directors for review and approval". No timing on that decision process was provided.

RECRUITING AND TRANSFERS
- Eliminating the countable coaches/on-field limit from a 10 assistant + 1 HC to an unlimited model where schools may employ whomever they want, no limit. Recruiting impacts discussed below #3. Specifically this proposal would likely not be implemented until after the upcoming season to avoid a free for all in coaching change.
- Move to a binary recruiting model - Active or Dead period. Eliminate vague and or confusing calendar periods.
- Modernize the recruitment process by allowing member schools to designate a specific # of recruiters who would be able talk to recruits and also go on the road to evaluate. This proposal is aligned with #1 above to streamline roles and responsibilities and would no longer have to be an on field coach.
- Transfer Portal will continue to evolve with proposals to "stabilize the transfer environment" by refining the windows where transfers may occur and "require additional accountability for schools that receive transfer student-athletes". Source: NCAA website
