Imagine if the health department never visited your favorite local eatery
The FDA just took a drug company’s word on the safety of its latest potion
The accrediting agency of your school never visited, never looked at the instructional material, instructor credentials, nada
Military Chiefs never inspected their subordinate units, ships, etc., just took the Commanding Officer's word that they were war ready.
Crazy? Nope, “Compliance” the NCAA way and why ‘Cane fans get so frustrated. NOBODY from the NCAA has a schedule of schools they visit for an institutional compliance inspection. It’s all on the individual institution’s compliance office to “self-report” or for some outside source (****ed ex-girlfriend, rival school, eunuch.... I mean Chucky Robinson) to report to them. No “audit,” no “survey,” just sign some forms:

Look at the EPA. It set emissions rules and tested the cars, but VW still cheated on the test. The Feds mandated automakers put explosives in your steering wheel, but didn’t follow through on making sure they were all safe…Hello Takata air bags.
The old saying of “the only thing done right is what the boss checks” comes to mind. NCAA Compliance’s “mission” is to keep a “level playing field” amongst schools, but in addition to no inspection regime, it doesn’t have mechanisms in place to provide tools to assure compliance. What mechanisms? Want to be a booster? Well, here are the rules, but in addition, you have to give us complete view access to all your bank accounts, charge cards, tax returns etc. Signing a grant in aid as a student athlete? Great, the same rules apply to you. Will this stop the bagman cold? Nope, but that quick withdrawal and subsequent deposit may be caught if you have an inspector/investigator who knows what they are doing in forensics.
Is this a pipe dream? Sure is, because the NCAA bends over backwards to the P5 and more specifically those schools with the $$$$. Marky Mark Emmert and his Funky Bunch are their TOOLS and will keep their “compliance” formula as is.
So when we hear “they know the rules” and “probation,” a lot of us 'Cane fans roll our eyes because we know it is not a level playing field: ‘Bama, O$Uck, Oregon, Oklahoma, etc. are not being looked at with the same level of intensity as Miami is and we KNOW that yes, THE FIX IS IN!
