Here's my hunch:
Butch was a solid option; had a strong interview and it looked good. Schiano came in and somehow impressed the BOT and search committee and was grouped together with Butch. To make it a "nationwide search" James reached out to a guy he tried to bring here five years ago in Mullen.
Mullen was viewed as more impressive than either Butch or Schiano, but his buyout is too high considering they would have to pay him close to $4 million. Still considered for the job because they not everyone is sold on Butch and Schiano...is Schiano.
Then Richt popped into the equation and not only is he a proven winner but he's a Cane which puts him over Mullen.
In the BOT mind, Richt > Butch and some of them are still stung that Butch dipped.
