How do mods determine a thread needs to be locked?

I’ve seen multiple times this week threads I want to participate in but they’re locked for replies.

Shouldn’t that be more of a “in case of emergency”?

I know there are a lot of dummies and a-holes in here so I applaud the mods for keeping this site running, but it’s kinda lame the conversations feel so censored.
