Dumb Question about recruiting numbers

With the new rule changes I"m a little confused. So a program can have max 85 football scholarship players and 25 per recruiting class.
However, with all the attrition we have with transfers and departures if we sign 25 we should be well under the 85 number so does every upperclassman departure add a new scholarship position for 2018 or is there another system for filling the scholarship max?

EEs count towards last years class (fixed amount based on last years final #'s)


Example

Let's say we signed 24 kids in 2017 and 8 of those kids were EE's. The official class # would be 16. (provided the 8 EE's fit into the 2016 class)

Now let's say we sign 30 kids in 2018 and 11 of those are EE's. ONLY 9 of those EE's can apply to 2017 since the official class # is 16. So the 2018 class would be 21 signees +2 EE's who can't be applied to previous year. Totaling 23 scholarships.

Whether or not EE's fit into the previous class has no effect on whether they're able to show up in January. It's just a paperwork thing.

At least that's how i understand it...
