I always laugh when clowns like this blame a "policy" for their failings...Like it some computer generated rules with no human input...Sorry GoDell, we are not that stupid.

He is trying to take Marky Mark Emmert's Crown for being the most brain dead good 'ole boy sports leader.
 
I saw it and took it as a deflect tactic by Goodell with all the questions he was getting that he didn't want to answer.
