Clock Running After Delay of Game

Just curious cause i have seen this happen a couple of times over the years. Did anyone notice after BC took a penalty for delay of game they reset the ball and started the clock again. If i were BC i would have just taken another delay of game.

Whats the rule on this?? Was this a mistake? The next series they did the same thing but then stopped the clock.

It stops when its under 2 minutes...IF its not it keeps running
