It's all based on power ratings. Las Vegas doesn't watch anything other than several sets of numbers. They take their best consensus power rating, apply the home field number, and then sit back and allow the bettors to make the decisions. It's not perfect but it doesn't have to be perfect and they know it. It's like the justice system, subject to blatant failure in a given situation but the best and most logical fit given thousands and thousands of repetitions.
