ACC 4 Pods

Imagine a 4 pod system comprised of 4 teams per pod. Each team could have one team from the other 3 pods that they play every year. Rotate which 2 pods are paired together each year. Like year 1 Pod A and Pod B are a division and Pod C and Pod D the other division. Then, year 2, Pod A and Pod C together with Pod B and Pod D together to form the 2 divisions. Year 3 Pod A with D and Pod B with C. The winners of each division (whichever 2 pods are together that year) meet in title game.

South:
Miami
Florida State
Clemson
Georgia Tech

North:
Notre Dame
Boston College
Syracuse
Navy

Central:
Virginia Tech
Virginia
Louisville
Pittsburgh

Tobacco:
North Carolina
NC State
Duke
Wake Forest

Imagine Miami being paired with Notre Dame, Virginia Tech, and say Duke from the other 3 pods. Play them every year whether in your division or not that year. Every team would have 1 constant opponent from each pod. Each team would play 9 conference games. 3 against their pod. 4 against whichever other pod they are paired with that year. 2 against their constant opponents from the other 2 pods that they don’t play that year.
Getting ND would be the key. I put Navy as the 16th team as that could maybe help get ND in as Navy coming along would help them not have to use an out of conference game on Navy game.

Well atleast in your system duke and u v would not kick our **** next yr
 
it would be easier if you just gave each team 3 different permanent rivals.
then there would be 5 conference games left to play and 10 more teams left in the conference.
after every 4 years, you would have ended up playing every team in the conference at least twice
