2018 Rule change: all players must have pants that cover the knees

I know that they have largely fallen out of favor but the rules prohibit "do rags" aka bandanas unless they can not be seen. While their intention is clear, there is even less incentive to return a deep kickoff because you can fair catch it. Might it mean an increase in the number of deep squibs so they can't be fair caught?
