Still doesn’t work.

Normally all those are a shade darker and obviously when clicked on they do the desired action. When I click on them nothing happens.

The only way I can attach an image is by clicking the “attach file” button below the text box. This is what the bar looks like for me:

The entire bar is grayed out. Bold, italicize, insert image, insert attachment, insert smiley. None of them work.

They are all grayed out for me. Clicking on them doesn’t do anything.
