Updated the Mario cleanup portion of the OP. Looks like Mario has successfully repaired the damage done by Manny for all recruits that we know about.

When @Stevo365 was legit concerned that we'd lose RayRay because of his foolishness, we're not just beating a dead horse. Unfortunately for us, going to take a few months to flush out all of Manny's garbage when it comes to recruiting.

For now, OP updated with this info Mario's Damage Recovery Tracker Ray Ray. Committed. Mario cleaned up Manny's mess. David Hicks. Mario was able to get him to OV Big Baby. TBD Riley Williams. We will find out for sure on Friday, but by all accounts, Mario cleaned up Manny's mess.

Truth! I'm going to start tracking which recruits in the OP Mario could repair the damage and which the damage was too much to repair.

That explains why he was so hostile to Ray Ray. Didn't make any sense without those details. Still doesn't make sense but at least we know why.

There is a difference between incompetence in evaluating talent (that requires a skill) and just gross incompetence following through on basic recruiting tasks that anyone should be able to do.
