I think the crux of my initial post is being lost lol. Historically on CiS, whenever a kid we are interested in does not take an OV to Miami, we say that he is not interested, and that he won't be signing with us. Whether local or from OOS. And to be honest, they typically don't sign here...

My response was clarifying that an unofficial doesn't mean anything interest wise, no matter how great someone says it went I said in my original post that he should be considered a lock using our logic because he decided not to OV to Oregon

So per @Brooklyndee it was supposed to be us and Oregon in his final 2, correct? Doesn't seem as if Oregon is getting an OV... If we use our CiS logic here, kid should be a Cane lock. If this were the other way around where a local prospect was between us and an OOS school and didn't use an OV...
