If he already graduated (i.e., NOT in December), then he is a graduate student and does NOT count for the "mid-year replacement rule". You only get to "replace" an Initial Counter for guys who graduate in December and who do NOT return to school.

This is why people get confused, because so many jackholes like Armycane insist on misstating the rules. Transfers count as initial counters when they enroll. Transfers count against the 25.

Early enrollees aren't going to change the numbers.

People need to study the Initial Counter rules. High school recruits AND transfers all count as Initial Counters. If we have 25 IC spots, then we can only take 25 TOTAL, inclusive of high school kids, JuCos, and transfers.
