Can't the state prosecute anyway? Would dismissing the case be an admission that wasn't enough evidence to proceed with prosecution without the original accuser's testimony?

Just talking out my *** but there was probably something to the initial account - I hope he can turn around his life. TBO losing his scholly and chance to play @UM was probably the least bad outcome for this situation.
