Why don't they just list him as the starter?

If Bolden is good to go, I just don't understand why he's not listed as a starter. Bolden should never come out of the game. He's our best safety.

Is Bubba Bolden out? Carter is listed as a probable starter, but he's out for the 1st half due to targeting which makes me think Bolden is because he should be listed as a starter especially with Carter out for the 1st half.
