They use a cutoff of post 1998 as a parameter for this list.
If you did an equivalent list of pre-1998, you could make the argument that Miami would capture the top spot in QB, RB, DB, LB and DL. And would be competitive in WR, and OL.
Don't know whether to be sad or proud about that.
