They both do. Having a predetermined loser isn’t solely determined by the systems themselves but moreso by how they function in practice (not just in word) and most importantly who is administering/implementing/facilitating them.

Everyone loves capitalism until the predetermined loser gets a seat at the table. It goes from the “most beautiful system in the world” to “chaos”.
