Absolutely. He should be punished and he likely will be. It's just so sad to me to see young people with their lives ahead of them make decisions like this. This will weigh on him for eternity.

Let the facts bear out. Ruggs ain't a big guy. 2-3 drinks and he's likely technically impaired. I'm not defending the guy and he likely should and will be punished, but everyone here is lying if they haven't driven under similar circumstances.
