Hardest position to recruit IMO are DL & OL, most of them play against inferior competition so it's difficult to judge. That's why you need a great S&C program and good coaches. Case in point look what Simpson did with Willis & Tito.

I didn't see the Tweet, but if that's the case then a lot of programs mis-evaluated him because he had a few options.

Not sure what you consider the "region", but S. Florida is not exactly know for producing great offensive linemen.
