It sounds like there is more to the story here. Believe me, I want a change in staff as much as anyone, but you don't stop recruiting kids you've offered unless the situation has changed somehow.
Since we haven't signed five kids at his position in the past few months, it makes me believe the staff believes their efforts are better served elsewhere, something has happened with the kid that we don't know, or they know the kid wants to stay home (which is how it sounds to me).
