Yes, that is true. There might be ELEMENTS of performance (you have to make personal appearances or sign stuff) that would be HARD to do in a location outside of your "university", but they cannot make the NIL conditional on play or university.

People need to settle down on this. Fields waiver came BEFORE the "one-free-transfer" rules change. Jackson is asking for a waiver AFTER the rule change and AFTER he has already transferred twice. There is a difference. And waivers are a LOT harder to come by now.
