Yes, it is the full install. A new coach, new OC, and new QB would certainly have the full complexity of the offense mastered by game one. There is no chance that there's anything else to add over the next three months.

The "Florida speed" thing is straight from the late 90's. Outside of UCF with MIlton and FSU's Jameis Winston run, the state of Florida has been pretty mediocre in college football for over a decade. Miami and Florida have looked no faster than Virginia and Kentucky.
